Police: Dog Found Tied Up & Frozen To Ground

PULASKI COUNTY, Ky. (LEX 18) – Two people have been charged after police found a dog frozen to the ground.

Police were called to the home of Ronald and Debbie Brison more than two weeks ago. After they arrived, they say they found a dog with its rear leg and front leg tied together.

Police say the dog’s hips were frozen to the ground and that it had also suffered a bleeding jaw from trying to chew through its chain.

Police say that Ronald told them that the dog was old and “needed to be put down anyway.”

The dog was taken to the local animal shelter.

The couple is being charged with felony torture of a dog.
