Pulaski County Woman Charged With Abuse After Child Found Bound With Zip ties

PULASKI COUNTY, Ky. (LEX 18) – Kentucky State Police arrested a Pulaski County woman after she was found passed out in a vehicle and one of her children was found alone in her home bound with zip ties.

Dispatch was called around 11:15p.m. on Thursday for a report of a woman possibly passed out behind the wheel with a small child inside on Bourbon Road in Somerset.

Reportedly when troopers arrived they found Roxanna M. Williams, 33, of Somerset inside the vehicle under the influence of drugs. Troopers discovered a small child walking around outside of the vehicle alone and contacted social services.

According to a release, troopers found out that Williams may have left three of her other children at home by themselves.

Troopers and social services went to her home on Leaf Lane and located the children, including a four-year-old with zip ties around her ankles. They say the girl also was in poor health.

The children were taken into protective custody and transported to the hospital for treatment of injuries.

Williams was arrested and taken to the Pulaski County Detention center and charged with: DUI, Wanton Endangerment 1st Degree, Assault 1st Degree, Criminal Abuse 1st Degree, Possession of a Controlled Substance 3rd Degree, Tampering with Physical Evidence and Abandonment of a Minor.

Trooper Cowan is continuing the investigation. He was assisted at the scene by Pulaski County Sheriff’s Office, Somerset Police Department and Pulaski County DCBS.
