Laurel County couple charged with abuse after children found in unfit conditions

LAUREL COUNTY, Ky. (LEX 18) — Laurel County Sheriff's deputies arrested a couple after their children were reportedly found living in unfit conditions.

A sheriff's office spokesperson says that a deputy was called at 12:34pm on Sunday to a home off Boardwalk Circle about 2 miles north of London.

Reportedly while assisting social services on a complaint, the deputy could hear children inside but no one would answer the door. Finally, we're told a woman answered and let the deputy inside.

A sheriff's office spokesperson reports that the deputy observed deplorable living conditions including trash all over the home, a cockroach infestation, spoiled food throughout the home and apparently no running water in the bathroom.

Several children under the age of 12 were living there.

Sheriff's deputies arrested 33-year-old Elizabeth Marie Spencer and charged her with two counts of criminal abuse – second-degree – child 12 or under.

37-year-old Jeffrey Allen Spencer, Jr was also arrested and charged with criminal abuse second-degree – child 12 or under. This individual was summoned to the home.

Both were taken to the Laurel County Detention Center.
